State Government Discusses 17 Issues in Assembly, Pledges to Fulfill Election Promises Recently, during the winter session, the Haryana Legislative Assembly discussed 17 significant issues, in which the state government committed to fulfilling its election promises. During this session, an important bill was passed that brings relief to farmers who lease land for farming.
The state government passed the Gram Shamalat Land Regulation Amendment Bill-2024, which is a crucial step for farmers and rural residents in the state. Under this bill, farmers will now have the opportunity to resolve land disputes that are over 20 years old, bringing stability to the agricultural sector and securing farmers' rights.
According to the bill, farmers who have built homes on Shamalat land and have been residing on it for the past 20 years will receive ownership rights to the land. However, this right will only apply to homes that are up to 500 square yards in size. Additionally, farmers who have leased government land for farming and have been cultivating it for 20 years will also be able to gain ownership of that land.

To obtain ownership rights, farmers will have to pay the land's value, which will be determined based on current market rates. This payment will be made to the gram panchayat, and after payment, the land will be transferred to the farmer's name. This payment will only apply to cases where the situation remains unchanged until March 31, 2024.
Moreover, the bill includes an important provision that now, in the case of crop damage due to natural disasters, farmers who lease land for farming will also be eligible for compensation. Previously, such farmers were not eligible for compensation as it was given to the actual landowners. Now, these farmers will receive relief as well.
Compensation for Land Affected by Electricity Lines:
The Haryana government has also announced that farmers whose land is affected by high-tension electricity lines will now receive compensation. Under this provision, farmers will receive double the market rate for the land under the electricity towers. This compensation will only apply to the land directly under the electricity tower.
Dispute and Resolution of Shamalat Land:
Shamalat land is a special type of land in government records that is kept outside private or government ownership for community use. According to the Supreme Court's order, this land will now be considered Panchayat land. In Haryana, there have been several disputes regarding this land, and the government has introduced this bill to resolve these disputes, ensuring farmers legally receive their rights.
With this move, the state government has addressed the farmers' land-related issues and taken significant steps to bring stability to the agricultural sector.
